Confined Spaces

There appears to be a great deal of confusion regarding confined spaces amongst my client base. We recently had need to access a water tank for cleaning. This tank was newly installed and empty of water. The isolation valves were in good condition as we had only recently installed them. There were two means of access/egress with fixed ladders in position both inside and outside of the tank. No water was present, air supply was good, no noxious fumes or risk of same and yet we were forced to work in accordance with a Confined Space System. In my opinion this tank did not represent a confined space. Any comments?
