My original question was borne out of the story of the death of 10-year-old Jordon Lydon, who drowned while trying to save his step-sister. At the time it was reported in the national press that two Police Community Support Officers stood by and watched, however it later transpired that this wasn't the case at all.
The story sparked much debate in the IIRSM Newsletter and I thought I'd ask users what they think of people using their own initiative when they see or experience an unsafe act, or whether they should stick to the rule book at all times?
All in the spirit of healthy debate, of course!
