It depends on what industry you're in - you're not allowed to breathe unless you've been trained. As far as I'm concerned the answer to this question is the quality of the manager. If he likes to bend the rules whenever he likes to, he can do whatever he wants rather than follow the rules. So my line on this one would be, always follow the rules and if they are to deviate on that, get clarification from someone else.
