I think there's one way of addressing it. If every chief executive in the land was made legally aware by the government that they are responsible we'd have someone to aim at. In organisations that have 4,000 employees scattered across Europe, if the man at the top of the pyramid has not got an inkling of his real responsibility for all those people we dilute the health and safety message.
