Confined Spaces

I am after some clarification on working in confined spaces. Due to the nature of our work (on a power station) the scaffolders have to work in numerous areas, many with awkward access and egress and inside dead spaces. Other work is being carried out whilst they are working in here such as welding and as such we have had complaints about the temperature inside the dead space. I cannot find any real guidance on safe working temperatures or specified breaks etc, maybe I'm looking in the wrong place but any help or advice would be appreciated!
