Taking it out of context of what it said about the two PCSOs, and the later letter that stated that it was in fact two anglers who saw the boy drown, surprised me.
I've been an angler all my life, and I've been aware of other fishermen who have drowned saving other fishermen. It's very rare for fishermen not to try and do anything.

On the other hand, I did post a thread about the lifeguard who was criticised for saving someone's life - it's one extreme to the other. My original post is on here: Lifeguard critized for using own Initiative.

It seems we have got one story where a life was lost and could possibly have been saved, we don;t know whether it could or it couldn't, it all depends on circumstances because none of us were there. The story of the lifeguard who actually saw the young lady go over the edge of a cliff, landing on a shelf below, he took the decision as a qualified life saver to go down and make sure she was safe and the situation secure. He was so severly criticised for his actions that he was forced to resigning.

As you say, it's a very debatable subject because you cannot write a rule book to cover every type of incident either known or unknown.
