Does the title of the CDM regulations confuse what they cover.

Since the CDM regulations 2007 have been introduced many people seem to have missed the point that any "construction" work is included, in that the The Construction (General Provisions) Regulations 1961
S.I. 1961/1580 have now been included in PART 4 of the CDM Regulations 2007 'DUTIES RELATING TO HEALTH AND SAFETY ON CONSTRUCTION SITES'.
Even the expert answer in the April issue of hsw page 7 seems to miss this point. In fact th old CDM regulations actually covered all construction work it was as now the notification that was the demarkation.

It is unlikely to happen but would it be a good idea to re-title the regulations to provide clarity over what they actually cover????
