In my experience you have to apply both. I assume these rules (or procedures) arise from policy, risk assessment and planning effort, so they are very important and the basis of what needs to be implemented and monitored by other managers. We need initiative and purpose to ensure that others get to understand these rules via discussion, meetings, briefings or training, or else they will not be implemented properly. The health and safety manager would be more concerned about the application of the safety managegment system, whilst other managers will need to make it happen - rules and intiative again! So for me its BOTH!
