Should there be a maximum working temperature?

Hi I am at work - on a rarely hot day in London - and it is exceptionally hot in the office. I am finding it quite hard to concentrate and so my productivity is affected. I believe that there is a minimum working temperature but there is no maximum working temperature. Given that the UK is getting hotter and hotter shouldn't there be a maximum working temperature? Let me know your thoughts Thanks Charles PS we don't have an effective airconditioning system
