HSE/HSC funding

It has just been announced that the HSE and HSC will receive £721 million in funding for the next three years, just £7 million more than for the previous three years - a rise of just 1%.
Do users think the bodies can continue their work and rise to the challenges that may be presented over the next three years with such a small increase?
