Lifeguard critised for using own initiative

During the course of January 2008 I submitted an article with the above title, the article is to be published in the March edition of IIRSM News Letter.
Here is a brief summary, as you already know 2 Community Police Officers were criticise for allowing a 10 year old boy to drown, it was reported that they were not trained to deal with such situations.
A UK National TV report of Saturday 12 January saw a fully trained and qualified lifeguard save the life of a young lady who had fallen over a cliff, he was severly criticised by his superiours for his actions that saved a life, as it was said that he breached the organisations Health and Safety Procedures.
Isn't it strange how events can do a complete about turn, and the individual concerned can still be considered in the wrong.
Please read the article when the March edition is out, as this is certaily worth some debate.
