The IoD/HSC new guidance advises that a 'H&S champion' (a Director) represents all other Directors (e.g Team/Board) - however, all Directors remain responsible for their own actions or in-actions.

The ultimate responsibility for health and safety would fall onto the director of the organisation. Tasks can of course be delegated to nominated persons, such as managers, who should report back to the director.
However, the employer needs to ensure that there is expertise available to fulfil their duties.

Does the person with ultimate responsibility for health and safety in the top company of a group have to be a main board statutory director?
