There has been an encouraging downward trend in construction accident statistics since 2000; the rate of fatal injury in 2005-06 was three per 100,000 workers - the lowest rate for construction on record. However, some industry bodies are worryingly behind on the CDM revisions which take effect next month. Bridget Leathley looks up the most reliable sources of guidance on the web.

Question: CDM query
The new Construction (Design and Management) Regulations require the F10 notice to be signed by/on behalf of the client. This is to declare that the client has an understanding of their duties. As we are a consultancy, we do not consider that when acting as CDM Co-ordinator we should sign this for them. To date, since the regulations changed in April, every client sends back the F10 notice to us unsigned. This is despite us doing everything possible to explain the client situation to them. Can you help?

Is there a legal requirement for an office building to have a signing in book or an in/out board? My building doesn't have one and when we have a fire drill, the role call is a joke! The current policy is that the Fire Warden's manually search the building to ensure it is clear. If I could quote a specific legal requirement, it would allow me to implement something. Thanks in advance for your help, Sal.
