Hi
I would follow the lead of the construction industry and provide a brief induction for everyone covering the key aspects of the environment - perhaps fire, manual handling and slips and trips being the three top issues.
Even some induction is better than no induction, could you offload some of the burden to your staffing agency?

Induction training

We have a lot of temps and contractors who come to our site for only a day or two at a time. Do we need to give them a safety induction? We are in retail.
