Hi Peter,
the responsible person or persons would assume responsibility under the RRO, this can include the Managing agents and the buildings owners. I have vast experience in carrying out fire risk assessments and this is one of the most frequent hot potato issues. Please bear in mind you can have more than one RP yet all must co-operate.

Hi Peter
The controller of the premises would be responsible, i.e. whoever the tenant rent the building space from.
You should contact this person and make sure they are aware of their responsibilities and also consider the need for co-ordination in the event of the fire.
Questions to consider would be;
would the entire building know if one tenant had a fire?
where would everyone gather - would there be chaos outside?
would there be enough room for everyone?
Also think about bombthreat if you're in a city centre or similar.
