It will put people off from volunteer activities like this eventually, won't it.

We can't write a rule book for every possible scenario. If we have provided people with the proper training and equipment, shouldn't we then rely on their judgement on the scene about how to interpret the level of risk they are faced with and how it is appropriate for them to respond to it?
