I beleive the regulations have bedded down nicely on the larger projects and most SME`s have embraced the regs.

I've only had involvement in CDM where the organisation concerned have had the full input from engineering. The practical side of it has come to the fore and the CDM has been built around the practical side.

Well, fair enough, there were lots of rushed elements to it and some confusion over minor points, but the basics - if you read the legislation - are fairly straightforward. It can be done in such a way that you do things in a systematic way. But I get a bit exercised about the tinkering that keeps getting done. HSE have been badgered by five different ministers in ten years and maybe people who are writing amendments now don't have the same appreciation of the people who wrote it originally. You see someone come to your site who is supposed to be enforcing everything and doesn't appreciate your position when you're applying something. With any kind of legislation, you've got your paperwork and your systems on computer which demonstrate what you're doing. I find that some people pick a hole in a very small, minutest things which in my opinion don't really count. But the basic system is there, and if the basic system is there you cannot really say, hand on heart, that if something goes wrong at least this is what you can do about it, because you knew what was going to happen.
