Access & egress limitations?

I need to pick your collective brains!! I currently have a site which has just had its hoist removed, it covers twelve floors and the loading lift is not available to operatives after 0815 where do they stand in regards to H&S regs? Some are up and down all day, considering the possibility of heart attacks and the like (paramedics could obviously commandeer a lift, so I'm only concerned about causation of harm) I feel I should know if risk assessments, method statements or medicals, fit to work declarations are required.
Any help would be much appreciated.

      Firstly, yes it is essential that a risk assessment is undertaken. From what you are saying there are several hazards to consider. These can include (but not be limited to); manual handling, slips/trips/falls, substances or ...
