I beleive the regulations have bedded down nicely on the larger projects and most SME`s have embraced the regs.
I dont think they are working to full capacity and i dont think the regs are doing what it says on ... -

I've only had involvement in CDM where the organisation concerned have had the full input from engineering. The practical side of it has come to the fore and the CDM has been built around the practical side.

I beleive the regulations have bedded down nicely on the larger projects and most SME`s have embraced the regs.
I dont think they are working to full capacity and i dont think the regs are doing what it says on the tin, for one reason and one reason only. They are not being policed properly.
Most companies are still flaunting the rules because they can, let me qualify that statement, they have all applied the Regs, when they have had no promised visits from HSE( this was promised before the Regs were released, that HSE were going to police these Regs thoroughly) the big hype died to a wimper. They now pay the Regs lip service. Appoint a CDMC do the F10 and H&S File. The essence of the Regs is not upheld Pre,Post contract in that the design is not questioned enough as regards designing out risks. I still come across designers, QS`s, Architects who havent got a clue about CDM. These people frighten me as they are supposed to be the educated ones, as a trainer Ihave seen most of these people on my CDM courses, yet they do not transfer the purpose of the Regs into there designs. We are still asking the same questions in meetings, where is the mansafe system, how are we going to clean the windows of the front of the office , because the designer has designed a unusual glass fronted office. I am all for individual design, but desginers know what is required and yet they still design.
