Without viewing the site, we can only offer the following comments.
You must be able to ensure you have carried out suitable and sufficient risk assessments for the activities that will be taking place. If netting is the identified suitable control measure, then it should be used, but it is not a legal requirement if a more suitable method could be used to ensure the safety of persons below from falling items.
The Work at Height Regulations 2005, regarding work equipment, falling objects and dangerous areas, require: "You use work equipment or other means to prevent falls where they cannot avoid working at height and where they cannot eliminate the risk of a fall, use work equipment or other means to minimise the distance and consequences of a fall should one occur. The employer shall, where necessary to prevent injury to any person, take suitable and sufficient steps to prevent the fall of any material or object.
Dangerous areas should be controlled and clearly marked to prevent unauthorised persons entering the danger area." (Regulations 10 and 11 give a detailed explanation). In the instance you describe, before commencing work involved with asbestos, you should have a written plan of the work in place detailing how the work will be carried out; provide suitable instruction, information and training; must be a licensed asbestos contractor; must inform the local enforcing authority in writing at least 14 days before work commences; and all of your workforce needs to have viewed The Asbestos Register in place for the roof/building and comply to any control measures (both if the activities involved interfere with the asbestos or not).
Applicable legislation is: Work at Height Regulations 2005; The Control of Asbestos Regulations 2006 (refer Regulation 7); and Management of Health and Safety at Work Regulations 1999. Asbestos roof netting

Could someone please clarify whether it is a legal requirement to fit roof netting when working on a fragile roof, ie an asbestos cement sheet roof?
