I work within a large glasshouse and my cropworkers work on electric trolleys like scissor lifts.
My Risk Assessments show it would not be in the interest for them to wear such items as this would hinder escape in the event of a lift fall, as to be connected to the cage could prove to be more dangerous than not.
You will have to conduct your own assessments and document a conclusion based on your findings, the HSE will not advise.

Does a full body harness with lanyard have to be worn and clipped on when working from a MEWP or Scissor lift.?
