The HSE has withdrawn its guidance leaflet for the paper industry, Transporting Paper Safely, INDG 396. The guide to securing tall paper reels, bales and palletised products on curtain-sided lorries included advice that did not match standards set by the Department for Transport in its Code of Practice for the safety of loads on vehicles, which has primacy.
