The stress symptoms are probably a means by which your staff are making you aware that they oppose the disciplinary action. You need to adddress that issue, which is not really a matter of health and safety. I suggest you start a dialogue by sending all your staff proposed written guidelines on what can and cannot be taken into work, with reasons why you make each proposal. This may well be for H&S reasons, or to comply with your own contractual commitments. If they object then ask them to respond with counter-proposals. You will have to make the final decision, but in future the staff will be clear about what is expected of them and, more importantly, why.
