Scotland's police bodies, the procurator fiscal and the HSE have agreed a protocol on work-related deaths (www.hse.gov.uk/scotland/workreldeaths.pdf). The protocol aims to clarify the responsibilities of the different parties and to encourage partnership between them in fatal accident investigations. It also provides for training and development of special prosecutors who will take on fatality cases in future.
