Does the title of the CDM regulations confuse what they cover.
Since the CDM regulations 2007 have been introduced many people seem to have missed the point that any "construction" work is included, in that the The Construction (General Provisions) Regulations 1961
S.I. 1961/1580 have now been included in PART ... -

perhaps i am missing the point here, even more so because the older regulations you refer to i was not aware of, maybe because I dont need to be aware of them, i dont know!

The confusion I was thinking of is that the older regulations now in Part 4 of the CDM Regulations covered all construction, putting these in the CDM Regulations has caused some people to only look at the requirements ...

perhaps i am missing the point here, even more so because the older regulations you refer to i was not aware of, maybe because I dont need to be aware of them, i dont know!
it clearly states in the CDM2007 regs, what is classed as being construction, and as the whole point of the regulations is to manage the risks of construction, in exactly the same way that the other regulations, predominantly the management ones place a duty to manage the risks at work, i cannot see where the confusion lies.
