A licensed contractor who faked an asbestos air-test certificate has been fined £15,000 plus £10,000 costs. Liverpool-based TW Insulation gave the landlords of Graeme  House, an office block in the city centre, a certificate saying the building had passed air-testing for hazardous fibres following asbestos removal by the firm during a renovation programme in 2001. The firm pleaded guilty to a charge under Section 3(1) of the Health and Safety at Work Act of failing to ensure the safety of workers in the building. TW's director Richard Jarnell was also ordered to pay £5,000 in fines and costs.
